THE SITUATION

An Arizona municipality’s infrastructure is expanding rapidly. The city’s leadership needed to unite its growing workforce under a unified cultural framework. The leadership team sought to establish a cohesive culture that would support its ambitious growth and ensure effective governance.

WHAT WE DID

Blue Beyond Consulting led the city through a transformation of its mission, vision, and values statements. We started with an interactive workshop series that included employees at all levels — from police and fire departments to parks and recreation and public works. Our consultants used these sessions to gather insights and reach consensus on core goals and objectives.

Over several months, we conducted:

  • Six large-scale interactive sessions to engage employees in defining the current cultural state and envisioning a future that reflected communal values and goals.
  • Leadership workshops that mirrored these sessions, ensuring city leaders were not just participants but champions of the new culture.
  • A comprehensive survey that served as a litmus test for the newly defined mission, vision, and values, confirming city-wide buy-in.

Our cultural framework initiative took a bottom-up approach by galvanizing and energizing employees around the new elements. We worked closely with the city to transform their values into actionable behaviors in their daily operations. We developed behavior-based statements that clearly articulated the expected mindsets, norms, and behaviors, making the city’s mission, vision, and values tangible for everyone working across the municipality.

The city’s new cultural framework is seamlessly woven into its daily operations. The leadership team, equipped with new tools and clear direction, continues to apply their values in decision-making and city governance.
